Crosspower Ministries was formally established as a trust in 1994. Under the basis of operating a gym of home-made equipment, Sully housed it in an empty industrial warehouse in Otara. This was only possible through God's provision and a benefactor who had never met Sully before and who gave Sully an offer of support on their first meeting. Eventually the gym expanded into a youth centre and ended up occupying four adjoining warehouses. These warehouses house a gym, an aerobics room, a mechanics bay, a youth centre, a woodworking area and a BMX bike club.
During this time, two satellite youth centres were established in the Pearl Baker and Vickerman areas of Otara that saw visible reductions in crime and vandalism. The Vickerman youth centre was wrapped up because according to Sully the neighbourhood "had become too quiet" and Sully craved the challenge of working in amongst the toughest areas where he felt he could make the greatest difference.
Also in this period the Ministry of Education sought a way to reach youth that were unable to fit into the mainstream school system. From this need came the Back To Learning program which is an alternative education programme. While starting with only a few students at the main Crosspower base, this progamme expanded and took over a disused community building in the Sandbrook area. The roll eventually grew to up to 20 students and 3 staff.
Over this period Crosspower had grown from one man's vision into a large organisation with a long-established presence in the community of Otara.
